Inconsistent punishment - meaning sometimes the pet "gets away with it" results in gambling. Gambling that nothing bad will happen when the unwanted behavior is performed. The pet gambles because there's a reason why it's important to the pet to perform the behavior. We'll give you an example of a device that CAN meet the immediate and consistent requirement.
